A. Call to Order and Roll Call
The meeting was called to order at 6:30 p.m. by Bob Petersdorf who
called the roll call.
Present: Bob Petersdorf, Bill Connell, Keith Herring, Linda Lauck,
George McKenzie, Jo Owen and Lee Riechel.
Absent: David Persons was excused.
Note: Maria McConnell has resigned as Road Secretary due to health
issues.
B. Approval of Minutes of May 19, 2008.
Lee Riechel requested a spelling correction of his last name on
pages 1 and 6. On page 5, ALCOG should read LCOG.
Jo Owen requested the word "may" be substituted for the
word "would" on page 5, first paragraph.
Councilwoman Susie Navetta requested that the last paragraph on
Page 4, after E. 2., be changed; she does not support pedestrian and
bicycle paths.
Bill Connell made a motion to approve the May 19,
2008 Dunes City Road Minutes as presented with the above corrections
and Linda Lauck seconded the motion. The motion was carried by 4 ayes,
0 nays and the Minutes were unanimously approved.
C. Citizen Input
None
D. Unfinished/Old Business
The Dunes City Council approved the 2008 / 2009 budget. With the budget
numbers now in place, Bob Petersdorf will begin obtaining prices for chip
sealing roads. Please refer to the Road Commission's Recommendation of
roads to be chip sealed memo dated April 2 1, 2008 for details. The list
of roads may or may not change depending upon cost.
The Dunes City Council upheld the Road Commission's fine of $1500
to Glenn Carari,
Regarding the Sabry Mason, 5196 Russell Drive correspondence
addressing damage to the road due to a septic system installation:
Gary Rose intends to coordinate and supervise the repair of our city
road.
The Stuart W. Shoults and Pam Allister letters were reviewed: no
action required by the Road Commission.
The Commissioners reviewed the Standards for Use of and Access to
City Streets (CH2 SEC 9 Pg 2 of the MRP) regarding" "Parking
on City Streets".
Tom and Bev Curtis' letter was reviewed: no action required by the
Road Commission.
Regarding Shirley Isola's inquiry (property owner off Clear Lake
Road) to trim and clean the laurels in the City's ROW; she will
receive a letter from the Road Commission giving her permission to
trim and 30' laurel hedge along the driveway and clean out and chip
the debris.
Dunes City received a request to purchase a copy of the Master Road
Plan from Justin Brossier, the Municipal Liaison at USspecbook.com
from Payallup, Washington. A check for $50 was enclosed with the
letter; the money to be deposited into the Road Fund.
E. Reports:
Keith Herring presented his Inspector of Roads Log Sheet for
May/June, 2008.
George McKenzie made a motion to accept the report as presented and
Bill Connell seconded the motion.
The motion was carried by 4 ayes, 0 nays and
unanimously approved.
Keith brought up the following: 1) a sign is needed for Woodland
Way. It will be ordered; 2) the City needs to schedule more street
sweeping; 3) no center stripes have been painted on several new
streets (as discussed at previous meetings). Staff will write a letter
to Andy Johnson, et. al.
Mary Dobyns received a letter on May 29, 2008 requiring her to
apply for a Driveway Permit, as well as an Access Permit. Per Keith, a
culvert will not be required.
Discussions on Grants
Oregon Cities and Counties Bicycle and Pedestrian Grants: Dunes
City will not be applying for this grant.
Oregon Parks and Recreation Department's Youth Legacy Program -
Grant Opportunity.
Dunes City will not be applying for this grant.
Oregon Department of Transportation's 2009 Special City Allotment
Grant Program:
The Road Commission, with the assistance of Mike McAllister, will
be applying for this grant. Money will be dedicated to chip seal
Huckleberry. The application deadline is
July 1, 2008. Bob Petersdorf is coordinating this effort with Mike.
G. Reports:
Keith Herring: nothing to report
George McKenzie: nothing to report
Linda Lauck: report concerned the above discussed grants.
Bill Connell: South Pioneer - the "Dead End" sign is
facing the wrong direction and is currently obstructing the "Stop
Sign". Keith Herring will remove the sign and place it in the
correct position. Prior to post placement, Keith will call
"Call-to-Dig".
Jo Owen: Residents have questioned her regarding the Siltcoos Lake
Platt (11.85 acres) and what progress is being made. Bob requested lo
speak with Peter Howison, who is currently working on this project. It is
the Road Commission's understanding that the City is looking into any
liability that might possibly come with these roads. At this time, The
Road Commission is not actively engaged in any activity until directed to
do so, in writing, by the City Council.
Lee Riechel: The Planning Commission scheduled a hearing on June 24,
2008 to discuss Montgomery View Estates. Lee requested a copy of the
minutes of the Road Commission where all Commissioners reviewed the
original plan submitted to them, with their comments (late 2007). Bob
Petersdorf will provide this copy. At this time, two layouts are being
considered. Whichever plan is considered, a full design of the road needs
to be reviewed by the Road Commission.
Bob Petersdorf; A work party is scheduled for this Thursday, June 20,
2008, at 9:00 a.m. on Hemlock. The work will be done in the City's ROW to
remove trees/brush/roots.
Bob cut an overhanging alder at Manzanita; a resident was unable to
drive his motor home through the area.

Bob Petersdorf called for the meeting to adjourn. George McKenzie made
the motion to adjourn the meeting at 7:45 p.m., seconded by Bill Connell
and unanimously approved by 4 ayes, 0 nays. Motion carried unanimously.
The next regularly scheduled Road Commission meeting
will begin at 6:30 p.m. on July 21, 2008.
